How to manually set axis range in Plot?
Those are called Ticks. You could try adding the following option in your Plot:
Ticks -> {Table[{i/10^4, i}, {i, 0, 15}], Automatic}

This is a similar problem to this. A workaround is to set a looser region:

ContourPlot plots an empty graph
When you try to plot that contour as given, there always will be some tiny imaginary term, which cannot be used in plotting. … /@ {Re[f[x, y]] == 0, Im[f[x, y]] == 0}

Why does this PhaseRange not work?
