Integral of the integral using NIntegrate
You may try to restrict the definition of the integrand to avoid symbolic calculation. Like:
f[y_?NumericQ] := Exp[-NIntegrate[x, {x, 0, y}]];
NIntegrate[f[y], {y, 0, 2.8}]
