Integer partitions in all orderings
This seems to be quite quick :
output = Flatten[Permutations /@ IntegerPartitions[60, {5}], 1]; // AbsoluteTiming
(* {0.245025, Null} *)
output // Dimensions

How to Map a subset of list elements to a function?
You might first partition your list and then use Map as usual :
f[#[[1]], #[[2]]] & /@ Partition[{1,2,3,4}, 2, 1]
(* {f[1, 2], f[2, 3], f[3, 4]} *)
