You also need InputForm if you want to convert \[Pi]π to PiPi.

If you want parentheses, then

2 \[Pi]π/5 // ToString[#, InputForm] & // StringReplace[#, "/" :> "--"] &

"(2*Pi)--5"

Elseor else

2 \[Pi]π/5 // ToString[#, InputForm] & // 
  StringReplace[#, {"/" :> "--", "(" :> "", ")" :> ""}] &

"2*Pi--5"
