Also, please try a fully qualified path name, e.g. "C:/User/Notebooks/file1.nb" or whatever.

Does using Button[..., Method->"Queued"] help?

The original question was "How do I make NotebookEvaluate work inside CreateDialog?" further investigation showed that the Button function was to blame. The question and containing code were edited accordingly.
