If I delete all fields with value "" none of the lists are length 14 or 15. With your data as dat Length /@ DeleteCases[dat, "", {2}] yields {6, 12, 12, 12, 12, 12, 12, 12, 10, 10, 10, 10, 8, 8, 8}
