FullSimplify[ ComplexExpand[ y/Sqrt[-x + Sqrt[x^2 + y^2]] + I*(-x + (x^2 + y^2)^(1/2))^(1/2) /. {x -> Abs[z]*Cos[Arg[z]], y -> Abs[z]*Sin[Arg[z]]}], Assumptions -> Abs[z] >= 0 && Arg[z] >= 0 && Arg[z] <= Pi] results in Sqrt[2] E^(1/2 I Arg[z]) (z^2)^(1/4) which is not OK.
