FullSimplify gives 9 (-2 + x) x + y (4 + y) + 4 (-4 + z) z == 7 which is even more compact and DivideSides[FullSimplify[...]] gives 1/7 (9 (-2 + x) x + y (4 + y) + 4 (-4 + z) z) == 1
