Replacing the unused indices by constant arrays is a bit better. Also the inequality at the end will do nothing as written. Probably you want Max[Abs[difference]]<.000...9 Other than those issues, the thing to do is numericize, as noted in reply by @MrPuh

@Daniel Lichtblau: (1) I wanted to create a matrix row by row OR column by column. That was my intention. Do I need nested tables to achieve this? (2) Do you mean using N as suggested below by Mr. Puh? Any suggestion to make this code shorter and more efficient (like yours) is what I really want. Thanks.

(1) Are nested tables really needed? The first does not use the i iterator and the second does not use the j iterator. (2) Is exact arithmetic required? Machine arithmetic will be faster.
