$$\int_0^t |1-e^{-bs}|ds + \int_t^{\infty}e^{-bs}ds$$ and this is equal to $t+ \frac{2}{b}e^{-bt}- \frac{1}{b}$ that is, integral is convergent. It is a pretty simple integral actually, i am just incapable of doing this with mathematica, and i have to do it with mathematica for the next step, which is impossible to do by hand.

well, thank you for your response, but i evaluated the integral by hand too, and there is no problem, it is convergent. I am trying to find out what is wrong with the mathematica code. I am correcting e -> E, however, i am not following your comment on heavisidetheta
