I'm trying to pass the state of the checkbox to the CellEvaluationFunction; for example, to toggle reporting of stderr during evaluation of a shellCell. Would like to make this a style, so setting the notebook's tagging rules seems out-of-place.

@SethJ.Chandler I've found out how to make the AnswerInput styles automatically evaluate to AnswerOutput. See updated stylesheet definitions. No more manual editing of the outputs.

Your current approach of having two notebooks could be made robust by putting a button at the top of the master Q/A notebook that generates a question-only notebook when you need to distribute the questions.

...and that can be inconvenient when you want to access a canonical or standard example of data associated with your package. When I'm learning a new function from the docs, I often open a new (unsaved) notebook, get some data with ExampleData, and start playing. Is there a standard directory for storing data in a package, where Mma does not need to know the path? (I see $UserBaseDirectory<>"/ApplicationData", perhaps there?)
