@becko, Without it the undocumented form will not work. I think you can also use an empty list {} in place of {0}. Also note that this will not work in version 10+.

Using the matrix: m = N @ HilbertMatrix[20], your permanent is about 73 times faster than the built-in Permanent. Your cPermanent is about 493 times faster than the built-in. With option CompilationTarget -> "C" added to cPermanent we get about 775 times faster than built-in. Finally, changing "Quality" to "Speed" makes the function about 1765 times faster than built-in. These built-in functions are getting depressing. +1
