The documenation for FilterRules says it try to match against the LHSs: ("FilterRules[rules,patt] filters the list rules by picking out only those rules >whose left-hand sides match patt. FilterRules[rules,{Subscript[patt, 1],Subscript[patt, 2],[Ellipsis]}] picks out >rules whose left-hand sides match any of the Subscript[patt, i].") So should not the usage be Sequence@@FilterRules[{opts}, Options[f][[All,1]]] instead of Sequence@@FilterRules[{opts}, Options[f]] ?

Math is a vast domain. What kinds of math do you need? It might be useful to solve first 100 concrete problems you actually encounter/need, using Mathematica as a starter. After that, i think you probably know how to proceed.

It's similar to r and w permission settings. Saveable is just more flexible for Mathematica notebooks as users can still evaluate things. Aren't Mathematica's documentation notebooks set that way or something very similar?
