Is there a way to get Mathematica V9 or Wolfram|Alpha, given a city as input (e.g., "Urbana Champaign, IL"), to return a list of cities that fall in a time zone within a certain maximum absolute value difference from the time zone of the given city?

Generally, is there a way to get a list of cities by absolute value difference from the time zone a given city falls in?

First: I am confused by what it is you want to find. (Find all cities within N timezones of city C? Find all cities in the same timezone as city C that are within D km of city C? Find all cities within L longitude of city C?) –  hftf Apr 14 at 0:44

Second: I am sorry to disappoint you, but in Mathematica 9, there are no countries having two cities with a different value for TimeZone: DeleteCases[DeleteDuplicates[CityData[#, "TimeZone"] & /@ CityData[{All, #}]] & /@ CountryData[], {_}] returns {} (after quite a while). –  hftf Apr 14 at 0:45
