Is there a way to load the library GAUL (Genetic Algorithm Utility Library) for use within Mathematica?

Probably. Likely not simple, though. Have you looked at MathLink or LibraryLink? ... Obviously you have (from the tags), if only briefly. So, what have you tried? – rcollyer Nov 29 '12 at 7:03
